Why is this part of the code in the file zcl_reporting.c commented out?

That can't be a reason!
Zigbee SDK is not only for TLSR8258

And you can have a look here for adding floating-point (soft-fp) library. https://forum.telink-semi.cn/forum.php?mod=viewthread&tid=117&highlight=float
