我参考了文件夹，没有这个tl_check_fw2.exe 文件

Download Zigbee SDK again and have a look in the tools folder. You can just copy files from this folder into you tools folder. Make sure that antivirus (if you have one) doesn't delete it. I had to add exception to antivirus so it doesn't scan this folder.
