我用0x310C7786算出来如下，符合开头的[15:30:14.526]，但是没搞明白Log最后给出的0x60是什么意思？

找到原因了。
0x60：Time Zone Offset 
实际偏移（15分钟单位） = Time_Zone_Byte − 64=0x60-64=96-64=32
32*15=8小时，因此，0x60 表示 UTC+8 —— 这正是中国标准时间
