[UART] Non-DMA UART Implementation

I am implementing a non-dma uart in my program that has the ble&2.4 mode. So i do want verify is my implementation correct or not.

1. Are the below implementation is correct for a non-dma uart method?

2. Non-DMA UART does not need an interrupt right? as it is using polling method and also the application is just to control the LED IC.

3. The Issue is when i powered on, the uart signal is being sent to the external IC, as we measure from the oscilloscope, but the actions are intermitent (sometime we can see the action and sometime we dont). During Debug, we add a pull up 10k Ohm resisitor on the TX pin, and the actions are taking place normally. What could be possible cause the abnormality? if we keep maintain using the external pull up resistor do you think it is okay?
