will this TLSR8258DK48 board support mesh 1.1 and using this sdk tc_ble_mesh-4.1.0.1 can we add mesh 1.1 features to the chip?

TC BLE mesh-4.1.0.1 SDK already has mesh 1.1, but some features are turned off by default. You can refer to Chapter 21-29 of the handbook for details
