第一次1下载是可以的，第二次下载就出现这个问题

还是一样，显示unlock已经成功，但是下载的时候显示还是lock的，有其它方法可以解锁吗？

Hello, I faced with exactly the same issue.
Could you finally resolve it?

I managed to flash, and the issue has gone after flashing:
1. Unlock via EVK (as shown in the screenshot above)
2. Replace EVK with TLSR9 DEV KEY (JTAG) on the fly.
3. Flash via JTAG Burn (to be able to run ICEman, I had to do a reset (hold SW6 (flash reset)->push SW1 (chip reset) ->release SW1 (chip reset) -> release SW6 (flash reset))
